As part of Arcom’s public consultation on the future of DTT (digital terrestrial television), Visionetics International has submitted its contribution. Our position: television can become increasingly IP-based, but France would be wrong to abandon terrestrial broadcasting altogether.
We advocate a hybrid model combining DTT and IP, for two main reasons. First, keeping the public informed in a crisis: terrestrial broadcasting reaches an entire territory from a single transmitter, without relying on millions of individual connections, and provides valuable redundancy if IP networks are saturated or attacked — an issue made very concrete by the war in Ukraine. Second, sovereignty: television delivered entirely over IP would depend on networks, operating systems, clouds and platforms, a large share of which belong to foreign players.
This is exactly the purpose of DVB-I, currently being trialled through the FAVN pilot hosted on our premises: bringing services delivered over several different networks into a single, seamless logic, with none of that complexity visible to the viewer.
As the trade publication SatMag notes, the goal is to preserve a strategic broadcasting backbone.
